When it counts:ここぞというとき

この間japantimesを読んでてうん？っと思った分にでくわしました。
このなかの一文、
After noting his diction and saying his singing has room to improve, The New York Times added, “But he sure comes across when it really counts,” referring to the “Shall We Dance?” number where Anna teaches the king to dance.
このなかで、“But he sure comes across when it really counts,何ともよくわかりませんでした。前後から推察すれば言いたいことはこういうことだろうな。。。と思いましたが、でもしっくりこない。。
で辞書やSに相談。
まずwhen it countsがこれ自体で”ここぞというとき”、という意味なんだそうです。
でcome across。結構意味があって、私はこんな新聞記事読んだよ、とか言うときによく使いますが、〈声・発言などが〉(相手に)理解される, 伝わる.、という意味があるようです。従ってBut he sure comes across when it really counts,は、ここぞというとき、彼は（というか英語が）伝わるんだよ！でしょうか。
